Child Passenger Safety Technical Update
Successful completion of a National Standardized Child Passenger Safety Training class certifies an individual as a CPS technician for two years. Each certification cycle for both technicians and instructors is two years. In order to retain your CPS certification, you must successfully complete the recertification process.
There are two general steps to successful recertificatioN:
1. Meet all pre-registration requirements, including:
- Verified seat check activity (5 types)
- Community event (checkup, outreach or educational workshop)
- Continuing education (6 hours)
- If CPSTI, teaching hours (20)
2. Register and pay for recertification (this may be done up to four months prior to your certification cycle end date)
- The recertification fee is $50 for technicians and instructor candidates and $60 for instructors.
Please note: The recertification process cannot be completed in one-day.
The PA Traffic Injury Prevention Project 2019 Child Passenger Safety Technical Update
The CPS Technical Update has been approved for 6 CPS CEUs. Participating in the one-day class earns the required 6 hours of continuing education for CPS Recertification.
The 2019 CPS Technical Update includes 4 segments that discuss the following: CPS Best Practice – Energy Management; CPS – Then and Now; Occupant Protection in the Vehicle; and Child Restraint Update – Air Travel. This class provides information on technical updates and changes made within the CPS field. Attendees will be given a certificate as proof of attendance in case of an audit by Safe Kids Certification. The class will be offered throughout the State. The Municipal Police Officers’ Education & Training Commission (MPOETC) has approved the 2019 CPS Technical Update for 6 Continuing Law Enforcement Education (CLEE) credit hours. TIPP Regional Outreach Coordinators are approved instructors with MPOETC to provide the class.
The PA TIPP 2019 CPS Technical Update Course ID# is 6630.
Section 1: 1.5 Hours
CPS Best Practice – Energy Management:
- AAP Policy Statement on Child Passenger Safety
- Review the revised AAP Policy on child passenger safety.
- Discuss the new recommendations for rear-facing and the child restraint manufacturers changes to their car seat instructions and labels.
- Energy management:
- Review of restraining force and a discussion on “pay-out” vs. “ride-down”.
- Features that assist in ride-down:
- stability legs/load legs;
- rebound control; and
- tethers.
- A discussion on the following tethers studies:
- 2012 UMTRI LATCH Usability study;
- 2014 UMTRI Use and Misuse study; and
- 2017 Ohio State Improving Tether Use study.
- Review of CR manufacturer efforts to make tethers more noticeable through color and labeling.
- Brief review of the UMTRI Effects of Tether Routing and Anchor Location on CR Kinematics study.
Section 2: 2 Hours
CPS Then and Now:
Provide excerpts from CR instruction manuals and Manufacturer FAQs that address the following:
- 80/20 rule;
- Car seat pads and inserts;
- Crotch strap rules;
- Harness strap covers;
- Locking clips, lock-offs, & tensioning plates;
- Seat belt and lower anchor use together;
- Stability legs/load legs;
- Seat pads/seat protectors;
- Car Seat Testing & FMVSS 213; and
- Expiration Dates.
Section 3: 1 Hour
Occupant Protection in the Vehicle:
Seat belt use by all occupants
- Advanced air bags
- Advanced air bag impact on rear-facing tethering and pressure on the back of the front vehicle seat
- Review the LATCH manual as a resource for information from vehicle manufacturers on their guidance when advanced air bags are present.
- Discuss what parents need to know about advanced air bags.
- Highlight other air bags in the vehicle including: side air bags, sunroof, air bags, and front seat cushion airbags.
- Review the Rear Seat Occupant Protection study and features highlighted in the study that may improve safety for back seat occupants:
- Seat belt pretensioners;
- Load limiters; and
- Rear-seat air bag.
Section 4: 1.5 Hours
Child Restraint Update – Air Travel:
- Highlight the following car seats:
- Chicco My Fit
- Clek Liing
- Cybex Eternis S;
- UPPAbabay Knox; and
- WAYB Pico.
- Installation Tips:
- AAP listing that includes car seats that can be reclined when installed in the forward-facing position;
- Methods to achieve a tight installation using leverage and not climbing into the car seat; and
- Messaging regarding overtightening seat belts when using systems like the Britax ClickTight or car seats that have a tensioning plate.
- ?-IN-1 car seats (5-IN-1, 4-IN-1, 3-IN-1, 2-IN-1).
- Describe each of these car seat types and identify an example.
- Highlight car seat types that may offer different seating options.
- Air Travel.
- FAA Regulations;
- Car seat labels;
